Definition of Collaborative Governance
The concept of Collaborative Governance describes a type of governance characterized by the nonhierarchical engagement of public, private, state and non-state, government and nongovernmental, as well as collective and individual actors in the decision-making and policy-making process. Notably, governance indicates a mode of governing whereby power is not exclusively held by top-down state institutions but is decentralized and redistributed to non-state and/or private actors (for a definition of governance, see inter alia Pierre and Peters 2000; Rhodes 1997). Therefore, the term governance associated with the adjective collaborative further stresses the role of non-state actors in decisional processes through cooperative linkages between public decision-makers and the civil society.
